Dave Ennis
I am running for California Assembly District-11; including Vallejo, Fairfield, Vacaville, Oakley, Suisun City, Discovery Bay, Benicia, Dixon, and Rio Vista. I am a professional civil engineer licensed in California since 1994 (BSE from Duke). I have spent decades in senior management in the aerospace and defense industry on programs we depend on to be reliable, such as the 787, 737, Patriot, Blackhawk, F-16, M-1, AEGIS, and Chinook. As a former business executive I have grown my business headcount (Zodiac Aerospace / Icore ) from 120 people to 240 during the 2008-2010 recession and understand the importance of creating jobs.
I have spent the last five years writing grants for FEMA funding, providing Technical Support and Benefit Cost Analysis for over $1BN of hazard mitigation grants requesting funding for improvement of aging or destroyed civil infrastructure preventing floods., wildfires, and earthquakes.
I will galvanize California State level support of the development of updated affordable housing plans and the need for community infrastructure.
I support regional town planning and Federal funding of projects improving resilience to natural disasters. I believe regional infrastructure cooperation among the existing long term planning teams in Assembly District 11 can better support economic development, affordable and low-cost housing, and support for the homeless population.
I support school choice, and a back-to-basics approach to education and government. I spent 2 years on the San Leandro Planning Commission and 4 years as President of the United Parents for San Leandro High School.
I believe in building things right the first time and building aging Infrastructure better the second time.
I am a fiscal conservative and a moderate on social issues.
We can take advantage of Federal support to secure our share of the funding. by having shovel-ready projects in our plans. Working together, we can achieve nonpartisan progress on our 3 biggest issues:
(1) Housing
(2) Homelessness
(3) Supporting Infrastructure
on our terms, for our District.

Affordable Housing -1
We're running short on room for expansion. We need to rebuild as well as build, and we need support and cooperation among state, county, and city governments to accelerate a cost-effective plan. We need to intelligently modify building codes and zoning restrictions to make higher density and cost-effective housing economically attractive to residents of all income levels and all ethnic groups while encouraging profitable development.
As a past Planning Commissioner and Licensed PE, I will support State and Federal Funding for well-planned regional development.
Helping Homeless -2
Housing alone is not enough. People need jobs, childcare, medical assistance and mental health options. Ongoing funding is required to sustain support of the homeless community at the local level. I will advocate for funding during a period of reduce budgets.
Supporting Infrastructure -3
We need regional planning to jointly address supporting infrastructure by upgrading aging roads, schools, parks, mental health support, drainage, water supply and wastewater treatment systems, solid waste, and medical infrastructure. Regional plans should accelerate County and City planning with wide support from residents of all income levels and all ethnic backgrounds.
In addition to planning to repair and upgrade aging infrastructure, we need to plan for growth and for hazard mitigation preparing for future wildfire, flooding, and earthquake disasters.
We need upgraded codes and to seek and secure
Federal Grants for infrastructure resilience.
Our infrastructure needs to mitigate damage from future disasters and from global warming.
Our plans need to comply with environmental standards while preventing delay from frivolous studies. They should be sensitive to the need for approval by indigenous populations. Upfront inclusion of all parties in the planning process can accelerate completion at lower costs.
I am running in the November 5 election to address the issues
stemming from 70 years of Democratic dominance,
fiscal extravagance, and frivolous financing.
